Every WA council carries the same standing line item: turf. When the Town of Victoria Park last took its grounds maintenance to market, the tender scope covered turf mowing and maintenance across parks, reserves, verges and sumps, which is the standard shape of a metropolitan council's mowing contract. That contract gets repriced at every renewal, and it only moves in one direction, because the price of mowing is really the price of labour.

The labour is the problem. Landscape gardeners sit on the national Occupation Shortage List, and more than a quarter of employers who advertise for them receive no suitable applicants. Contractors pay more to hold crews, and the rate per visit follows. None of that is the contractor's fault. It is the model: paying a crew to drive a mower to a reserve once a week, in a trade that officially cannot find workers.

What east-coast councils have already done

Councils in the eastern states have started testing the alternative. Cairns Regional Council trialled a Husqvarna Automower in public parkland, running an autonomous unit on open turf that residents walk through every day. Townsville City Council put a remote-controlled McConnel Robocut to work on ground too steep or hazardous for a ride-on. Blue Mountains City Council bought a remote-controlled slope mower of its own, citing safety and efficiency on embankments its crews should not be standing on.

Three deployments, three lessons. Cairns showed a robot can cut public turf with the public in the park. Townsville and the Blue Mountains showed machines can take crews off the most dangerous ground a council owns. What no Australian council has yet run is the full version: an autonomous mowing programme across ordinary reserves, cutting daily and reporting per cut. And no WA council has deployed robotic mowing in any form.

What a council programme actually looks like

It starts with a survey, not a purchase order. Each reserve is mapped to centimetre-level RTK positioning: virtual boundaries, mowing zones and no-go areas around playgrounds, garden beds and water edges, all drawn in software with no buried wire. A reserve that suits gets a robot. A reserve that does not, because of heavy tree canopy or fiddly geometry, stays with the contractor. The unit doing most of the work is the FJD FRX, which cuts a 520 mm path at heights from 10 to 100 mm and covers up to 20,000 m² a day on auto-charging: enough for a typical reserve or a multi-oval precinct.

The commercial shape changes with the machine. A contractor cuts a typical oval or reserve once a week for $120 to $250 a visit. The FRX cuts the same ground every day for about $50 a cut. The turf is always freshly mowed rather than a week grown out, clippings are short enough to disappear where they fall, and the parks manager gets a record per cut instead of an invoice per visit. Every run is logged in GreenMaster, FJD's fleet platform, so one dashboard shows live status, schedules and work records across every reserve in the programme.

The programme is modular by design. We scope it reserve by reserve, the same way the same system applied to golf is scoped per three holes: start with one site, prove the numbers, add the next. Sports grounds carry a second win, because weekly line marking is a separate labour bill on the same turf. Safety, noise and jobs: the community questions

The first question at any council briefing is safety. The mowers detect obstacles with vision and physical bumpers and stop or re-route around them, and the RM21 adds 360° LiDAR on top. No-go zones are geofenced in software, schedules are set around peak park use, and the units are electric and quiet, built for overnight and early-morning windows where a ride-on deck would draw complaints. In a public park the anti-theft layer matters as well: PIN lock, GPS tracking, lift detection and a geofence alarm are standard on the FRX.

The second question is jobs, and the honest answer is that nobody is displaced. The robot takes over the base mowing, which is the work councils already struggle to staff. Grounds crews are redeployed to edges, garden beds, playground maintenance, irrigation and repairs: the visible work residents notice and a machine cannot do. In a trade in documented national shortage, the programme redirects scarce labour rather than removing it.

The procurement angle: opex, trial-first, first mover

Robotic mowing does not need to arrive as a capital bid. On Robotics as a Service the robot, blades, software, monitoring and WA-based service sit on one monthly subscription, from $50 a day, which lands in the same operational budget line as the mowing contract it offsets. Councils that prefer to own can purchase outright with a Care Plan, or lease-to-own over two to four years. The point is that the commercial model can match the budget shape rather than fight it.

The lowest-risk path is a single-reserve trial: one site, one season, on subscription. The council gets a measured per-cut cost, a season of GreenMaster work records and a community response it can actually observe, before any decision about scale. And there is a first-mover story sitting unclaimed: no WA council has deployed robotic mowing yet. The honest filter

Not every reserve is a robot site. A single small reserve cut once a week by a contractor is often cheaper left exactly as it is; daily-cut economics need frequency, scale or scarce labour to beat a weekly visit. Heavy tree canopy, steep unfenced water edges and fragmented pocket parks all count against a site. We run the numbers per cut at a free survey, and where they do not stack up, we say so. Councils make better first movers when the first site is the right one.
